Xara Xtreme Pro is a great photo retouching program with which you can edit photos, change their size, apply many and varied filters (light, brightness, contrast, blurring, clarity, etc ...), separate colour layers, and various tools to help improve the look of photos, like for example red eye elimination.

You can also combine various photos into one, mixing them and even generate photo montages with them.
